We are seeking a highly collaborative, experienced, and resourceful leader who offers vision and strategic planning to strengthen current programming.
The City of Palmdale seeks a Recreation Supervisor to develop rich and impactful programming for the Palmdale Playhouse and the City's premier annual festival, Kaleidoscope, Art and Music Festival.
Knowledge of theatre and arts management principles, procedures, and practices is highly desired.
The incumbent will participate in identifying and implementing core goals and objectives and provide the day-to-day coordination of programs and events.

Key Areas of Responsibility Plan, organize, and implement cultural arts programs and events for the Palmdale Playhouse Plan, organize and lead the implementation of the City's premier annual festival, Kaleidoscope, Art and Music Festival Oversee audience development and support City publicity efforts.
Perform research and surveys as they relate to Playhouse programming and Kaleidoscope, Art and Music Festival Provide expert-level support for all productions, performances, and events.
Administer and oversee a variety of entertainment-related service agreements.
Establish courteous, cooperative, and effective working relationships with both professional and amateur groups.
Expand relationships with critical internal and external stakeholders and volunteers.
Maintain ongoing safety and operational standards, ensuring compliance with local, State, and Federal regulations.

The Recreation Supervisor plans, supervises, coordinates, assigns, and participates in the activities of a major portion of the operations of the City's recreation program; manages recreation programs, services, activities, and staff; manages the maintenance, repair, development, and inspection of facilities; to provide guidance on department policies, procedures, goals and objectives; and to provide highly responsible and technical staff assistance.
SUPERVISION RECEIVED AND EXERCISED Receives direction from the Management Team of Parks and Recreation.
This position exercises direct and indirect supervision over supervisory department staff.
EXAMPLES OF ESSENTIAL DUTIES Essential and other important responsibilities and duties may include, but are not limited to, the following:
Recommend and assist in the implementation of policies, procedures, goals and objectives; establish schedules and methods for recreation programs and operation of recreation facilities.
Supervise, train, motivate, direct and review the work of staff involved in delivery of recreation programs and facility operations.
Plan, organize, coordinate, and direct the planning, development, and implementation of recreation programs, special events, and facilities.
Evaluate, approve and direct implementation of specific programs, activities, plans, and procedures.
Participate in the selection of staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures; write performance evaluations.
Review reports as well as operating and activity records of various facilities and programs.
Develop and evaluate sales and marketing strategies.
Oversee sales and revenue from merchandise, concession, ticket and rental sales.
Solicit sponsorships for equipment, supplies and in-kind services.
Prepare purchase requisitions; order supplies and materials.
Prepare status reports; conduct customer service surveys.
Survey community recreational resources and needs; evaluate results and recommend actions.
Prepare reports, agendas, and other written material; schedule meetings, events, and special activities.
Plan, organize and supervise administrative activities of facilities including recreation centers, pools and the aquatic park.
Coordinate facility maintenance, facility operations, approve contracts, facility use agreements and expenditures.
Meet with parents, special interest groups, clubs, organizations, and agencies to explain and promote community service and recreational activities and programs, and to solicit donations and in-kind contributions.
Assist in preparing and administering the department's budget; monitor the budget for assigned programs and facilities; research and recommend fees for new and existing programs.
Research and prepare reports; and complete assigned projects.
Respond to complaints, identify and implement solutions.
Coordinate recreation activities with other City departments and divisions and with outside agencies.
Assist peers in the implementation of their programs or events.
Provide highly responsible administrative support.
Select, supervise, train, and evaluate subordinates.
Perform related duties as assigned.
EXPERIENCE & TRAINING / LICENSE AND/OR CERTIFICATE Any combination of experience and training that would provide the required knowledge and abilities is qualifying.
A typical way to obtain the required knowledge and abilities would be:
Experience:
Four years of increasingly responsible experience managing recreation facilities, programs and activities including a minimum of two years supervisory experience.
Training:
Equivalent to a Bachelor's degree from an accredited college or university with major work in theater production, recreation administration, or a closely related field.
LICENSE OR CERTIFICATE Possession of, or ability to obtain, a valid California driver license and legally required vehicle insurance.
Must also be able to meet driving record standards set by the city's driving policy.

Modern methods, techniques, principles and procedures used in implementing and directing recreation programs and activities; and the development of new services.
Community recreational and social needs of various age groups; and industry standard service delivery approaches.

Public relations, and marketing principles and practices.
Principles and procedures for implementing and directing a wide variety of recreation activities and the development of programs through community participation.
Principles and practices of administration and budgeting.

WORKING CONDITIONS:

This position may spend up to half the time working outside, with exposure to extreme weather.
Positions will be required to work weekends, evenings and holidays.
Travel outside of the City of Palmdale is rare.

VACATION, HOLIDAYS AND LEAVE:
The City provides 14 paid holidays per year and 80 hours vacation (years one through four) with a maximum accrual of 240 hours (160 hours for benefited part-time employees).
Administrative employees accrue 80 hours of administrative leave per year with a maximum accrual of 240 hours.
SICK LEAVE:
Employees accrue 96 hours per year with a maximum accrual of 800 hours (400 hours for benefited part-time employees).
Unbenefited part-time employees receive 28 hours of paid sick leave per fiscal year.
RETIREMENT:
The City is a member of the California Public Employees' Retirement System (Cal-PERS).
Full-time and benefited part-time employees will be enrolled in either the New Member or Classic plan, as defined by CalPERS.
New Members are enrolled in the 2% @ 62 formula and pay the full 6.
25% employee contribution.
Classic Members are enrolled in the 2% @ 60 formula and pay the full 7% employee contribution.
All other part-time employees are covered under the Public Agency Retirement Services (PARS).

DEFERRED COMPENSATION:
The City participates in the ICMA-RC Deferred Compensation Plan, which enables benefited part-time and full-time employees to contribute on a tax deferred basis.
OVERTIME COMPENSATION:
Over time is accrued at time-and-a-half for eligible employees for time physically worked in excess of the regular forty (40) hour work week.
PART-TIME EMPLOYEES:
Unbenefited part-time employees are reviewed for merit salary advancement, but are not eligible for any other benefits listed.
Benefited part-time employees are eligible for CalPERS retirement, sick leave, holidays, & vacation on a prorated basis.
MILEAGE PAY:
Any employee may be reimbursed for work related mileage at 54 cents per mile when assigned to use their private vehicle on City business.
SOCIAL SECURITY:
The City does not participate in Social Security, and does not deduct Social Security payments from any employee's salary.
