Performing analytical assignments of a less complex nature specifically for economic development activities while under immediate to general supervision.
Positions at this level are distinguished from the II level by the performance of less than the full range of duties assigned to the full journey level classification within the series.
Incumbents are expected to demonstrate increased proficiency and to promote to the Management Analyst II level.
Management Analyst II This journey-level classification in the Management Analyst series.
Incumbents are responsible for assignments of average difficulty and are expected to direct them to completion.
The Management Analyst II is distinguished from the I level by the performance of the full range of duties assigned, with minimal assistance or direction.
Incumbents work independently, seeking assistance only as new or unusual situations arise.
Positions in this classification are flexibly staffed and are normally filled by advancement from level I.
Incumbents are thoroughly familiar with the operating procedures of the City assigned, and possess technical expertise related to the assigned programmatic responsibilities.
Responsible for various business development programs and in support of the City's economic development strategy.
Under general direction from the Economic Development Manager, this position coordinates, markets, implements and monitors various programs intended to strengthen the economic base of the community; identifies opportunities for additional economic growth; assists with business attraction and marketing efforts; manages projects and actively implements economic development strategies.
SUPERVISION RECEIVED AND EXERCISED Receives general supervision from the Economic Development Manager or the Director of Economic & Community Development.

Assist in the development and implementation of goals, objectives, policies, and priorities for economic growth programs and in support of the City's economic development strategy Conduct research, tracks business trends, development patterns and real estate activity, compile statistical information, analyze findings, and make recommendations Plan, promote, organize, implement, and evaluate a variety of economic growth programs Assists interested businesses and industries in identifying potential sites, securing City approvals, identify financing opportunities and work with development community Work with developers, property owners, real estate professionals and consultants on the acquisition, lease, and sale of buildings and vacant land Develop requests for proposals and evaluation criteria for development of properties for economic development Plan, promote, organize, implement, and evaluate a variety of economic growth programs Assists interested businesses and industries in identifying potential sites, securing City approvals, identify financing opportunities and work with development community Prepare and distribute marketing and promotional materials for a variety of city programs and projects Serve as first point of contact for information, expansion-related requests from existing employers Prepare professional level reports, letters, and other written communications; deliver presentations Develop and maintain relationships with business community and community partners to foster economic growth and vitality Prepare and distribute marketing and promotional materials for a variety of city programs and projects Serve as first point of contact for information, expansion-related requests from existing employers Develop and maintain relationships with business community and community partners to foster economic growth and vitality Prepare grant proposals; monitor active grants to ensure that all stipulations and regulations regarding the use of funds are met; and maintain appropriate records and documentation to satisfy any audit requirements.

EXPERIENCE & TRAINING / LICENSE AND/OR CERTIFICATE Any combination of experience and training that would provide the required knowledge and abilities is qualifying.

Training:
Equivalent to a Bachelor's degree from an accredited college or university with major course work in public administration, business administration, or a closely related field.
Management Analyst II:
Experience:
Two years of experience comparable to that of a Management Analyst I.
Training:
Equivalent to a Bachelor's degree from an accredited college or university, with major course work in public administration, business administration, or a closely related field.
LICENSE OR CERTIFICATE:
Possession of, or ability to obtain, a valid California driver license and legally required vehicle insurance.
Must also be able to meet driving record standards set by the city's driving policy.
MINIMUM QUALIFICATIONS Management Analyst I:

Management Analyst II In addition to the requirements for Management Analyst I:

Effectively administer assigned programmatic responsibilities.

WORKING CONDITIONS:

The Teamsters Local 911 represents certain positions in the City's Maintenance Division of Public Works.

VACATION, HOLIDAYS AND LEAVE:
The City provides 14 paid holidays per year and 80 hours vacation (years one through four) with a maximum accrual of 240 hours (160 hours for benefited part-time employees).
Administrative employees accrue 80 hours of administrative leave per year with a maximum accrual of 240 hours.
SICK LEAVE:
Employees accrue 96 hours per year with a maximum accrual of 800 hours (400 hours for benefited part-time employees).
Unbenefited part-time employees receive 28 hours of paid sick leave per fiscal year.
RETIREMENT:
The City is a member of the California Public Employees' Retirement System (Cal-PERS).
Full-time and benefited part-time employees will be enrolled in either the New Member or Classic plan, as defined by CalPERS.
New Members are enrolled in the 2% @ 62 formula and pay the full 6.
25% employee contribution.
Classic Members are enrolled in the 2% @ 60 formula and pay the full 7% employee contribution.
All other part-time employees are covered under the Public Agency Retirement Services (PARS).

The City offers group health, dental/vision, long term and short term disability, and a $50,000 life insurance policy for full-time employees.
The City contributes towards the employee's health insurance.
DEFERRED COMPENSATION:
The City participates in the ICMA-RC Deferred Compensation Plan, which enables benefited part-time and full-time employees to contribute on a tax deferred basis.
OVERTIME COMPENSATION:
Over time is accrued at time-and-a-half for eligible employees for time physically worked in excess of the regular forty (40) hour work week.
PART-TIME EMPLOYEES:
Unbenefited part-time employees are reviewed for merit salary advancement, but are not eligible for any other benefits listed.
Benefited part-time employees are eligible for CalPERS retirement, sick leave, holidays, & vacation on a prorated basis.
MILEAGE PAY:
Any employee may be reimbursed for work related mileage at 54 cents per mile when assigned to use their private vehicle on City business.
SOCIAL SECURITY:
The City does not participate in Social Security, and does not deduct Social Security payments from any employee's salary.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
